Matthieu Desiderio
Vice President, Europe and Middle East & North Africa (EU/MENA) and Ports & Maritime Practice Lead
I’m a seasoned expert in transportation and infrastructure. I advise on technical, operational, and strategic matters related to concessions and infrastructure development.
An engineer by training (Ingénieur des Travaux Publics de l’État), I founded 1407, a global port and maritime advisory firm, after over 15 years of experience in France and internationally. In 2026, 1407 was acquired by CPCS.
My public sector career includes strategic roles at the French Embassy in the United States, the Ministry of Transport, the French Government (as Ministerial Advisor), and at the Grand Port Maritime de La Rochelle, where I actively contributed to port reform. In the private sector, I worked for PortSynergy Projects (ex joint-venture between DP World and CMA CGM), where I gained solid operational experience in port handling and logistics.
I’m a specialist in complex project management and have supported numerous French and international companies in their development and strategic transformations. I bring strong expertise in concession structuring, and business governance, notably in the port sector, in addition to public-private project delivery.
