CPCS and Global Center on Adaptation: Advancing climate-resilient infrastructure in Africa

The Global Center on Adaptation (GCA) selected CPCS to lead a consortium as part of a framework agreement that will assist GCA in pursuing its efforts to integrate climate adaptation and resilience into infrastructure projects from design to maintenance in different sectors across Africa.

CPCS, a strategic advisor in transport and energy to African States, funders, and businesses, specializes in sustainable infrastructure development, including mobilizing private investment for public infrastructure, and structuring public-private partnerships.

  • Services will include data analytics and modelling, technical guidelines for public and private sectors, appraisal options for adaptation and resilience in investments, and training for local institutional capacity building.

  • Ultimately, GCA will be further equipped to promote the development of climate-resilient infrastructure projects originated through the Africa Infrastructure Resilience Accelerator.

The consortium possesses extensive expertise in climate adaptation, resilience, and infrastructure development, with a track record of delivering projects for GCA.

Key strengths include:

  • Climate analytics: Proficiency in high-resolution climate hazard modelling, spatial analysis, and engineering options for infrastructure adaptation. 

  • Nature-based solutions (NBS): Skilled in designing and implementing NBS, financial modelling for cost-benefit analysis, and quantifying socio-economic impacts.

  • PPP and infrastructure: Strong competencies in sectors including transport, logistics, urban services, renewable energy, agriculture, and information and communication technology, supported by a robust network and specialists.

  • Extensive African experience: Over 30 years of operations across most African countries, with local members and partnerships, backed by offices throughout the continent.

Advancing efforts for climate-resilient infrastructure in Africa

Efforts to include climate resilience in the design and planning of new infrastructure projects are improving.

CPCS sees this in its practice, particularly in Africa. In fact, development finance institutions are putting more focus on climate adaptation and resilience, expecting that infrastructure project developers consider these elements throughout the lifecyle of a project.

“Infrastructure in Africa is vulnerable to natural disasters and climate change,” says Hélène Larroque, a senior CPCS advisor and project manager specializing in African infrastructure projects. “More than ever, infrastructure projects delivered in a public-private partnership must factor climate change risks early in the design phase, but also at the planning, construction, and maintenance phase.”

About the Global Center on Adaptation

It’s the second time that GCA selected CPCS to work under its framework agreement titled Public Private Infrastructure Resilience Accelerator Services in Africa. CPCS previously supported GCA to improve the resiliency of Djibouti’s economic corridor.

The Africa Infrastructure Resilience Accelerator has the goal to scale up investment for climate resilient infrastructure in key sectors such as energy, water, and transport to help the continent close the infrastructure gap and achieve sustainable development in the face of climate change.
