CPCS appoints infrastructure leader Damian Joy to its Board of Directors

Damian brings over 40 years of infrastructure leadership to CPCS, the kind that comes from decades spent developing, financing, procuring, delivering, and managing major capital projects across four continents.

Builder, strategist, and CEO

A recognized authority in infrastructure strategy, P3s, project finance, commercial structuring, and governance, he’s helped governments and investors navigate some complex transportation, transit, and social infrastructure challenges.

During his tenure at EY as Partner, Strategy & Transactions – Infrastructure Advisory, Damian built and led a national advisory practice of more than 60 professionals and steered major initiatives such as high‑speed rail, large‑scale public transit, broadband expansion, and federal cultural facilities.

Before that, as President & Chief Executive Officer of Bilfinger Project Investments North America, he oversaw P3 development, financing, construction, and asset management, sitting on seven project company boards and serving on the firm’s global investment committee. He led multiparty financing and restructurings, strengthened governance systems, and delivered major assets through times of economic turbulence, including opening Vancouver’s Golden Ears Bridge ahead of schedule.

Since 2010, Damian has been an infrastructure investment and finance lecturer at York University’s Schulich School of Business.

Earlier in his career, Damian lived and worked for 12 years in Africa, Asia, and the Middle East. His roles included project manager for Kasane International Airport in Botswana and engineering manager of the Hong Kong branch of an international contractor.
