Connecting Ethiopia to Port Sudan: Advancing a Bankable Cross-Border Rail Corridor

CPCS supported the Governments of Ethiopia and Sudan in evaluating a strategic cross‑border rail corridor to diversify trade access, strengthen regional connectivity, and advance a bankable infrastructure project.

Strengthening Ethiopia’s Access to Global Trade Routes

Ethiopia’s economy is highly dependent on access to international markets, with approximately 95% of its imports and exports transiting through the Port of Djibouti. While this corridor has long been critical to the country’s trade, it also creates a structural reliance on a single maritime gateway.

Diversifying access to international ports has therefore emerged as a strategic national priority.

In this context, Port Sudan, one of the principal ports on the Red Sea, offers a compelling alternative. As Sudan’s primary import and export hub, Port Sudan could provide Ethiopia with a second maritime outlet, improving logistics efficiency, reducing transport costs, and strengthening supply chain resilience.

To examine this opportunity, CPCS led a multidisciplinary team to assess the feasibility of a standard-gauge railway linking Addis Ababa to Port Sudan a project with the potential to reshape regional connectivity in East Africa.

From Concept to Evidence-Based Decision-Making

Developing a cross-border railway extends far beyond engineering design. It requires a rigorous understanding of market demand, costs, risks, and institutional readiness.

CPCS approached the assignment by establishing a comprehensive, evidence-based foundation to support informed decision-making. This included:

  • Assessing current and forecast freight demand across key economic sectors

  • Evaluating the strategic value and broader economic benefits of the rail link.

  • Benchmarking the proposed corridor against competing regional routes

The objective was clear: ensure that the railway would not only respond to real market needs and remain competitive within the regional logistics ecosystem, but also strengthen the corridor’s strategic role as a secondary international gateway for Ethiopia.

Designing a Technically and Financially Viable Corridor

Beyond demand analysis, the project required in-depth technical and financial evaluation.

In collaboration with its partners, CPCS supported:

  • The development of preliminary engineering designs adapted to terrain, operational requirements, and border-crossing conditions

  • Environmental and social impact assessments to identify potential risks and define mitigation measures

  • Detailed economic and financial modelling to determine project viability

A central component of the assignment was identifying how the project could be structured to attract investment. CPCS developed a tailored PPP and project finance strategy, assessing risk allocation options, potential funding structures, and the conditions required to achieve bankability.

This integrated approach ensured that technical design, financial viability, and institutional considerations were aligned from the outset.

Supporting Strategic Decision-Making at the Highest Level

The outcome of the study was not merely a technical report, but a practical decision-support tool.

CPCS delivered a transparent and comprehensive assessment of the corridor’s feasibility, enabling both the Ethiopian and Sudanese governments to evaluate the project’s strategic relevance and implementation potential. This included:

  • Clear articulation of costs, benefits, and risks

  • Realistic projections of traffic volumes and revenues

  • Institutional, regulatory, and implementation considerations

By translating complex technical and financial analyses into actionable insights, CPCS empowered decision-makers to confidently determine next steps for the project.

A Catalyst for Regional Integration

Beyond its national significance, the Ethiopia–Sudan railway has important implications for regional integration.

By connecting landlocked Ethiopia to a second maritime gateway, the corridor has the potential to:

  • Enhance trade competitiveness

  • Reduce logistics bottlenecks

  • Strengthen economic ties between Ethiopia and Sudan

  • Support the development of regional supply chains

This type of infrastructure is not only about transport, it is about enabling economic transformation and regional cooperation.
