Vice President, U.S.
Donald has 20 years of management consulting experience in transportation strategy, policy and operations. He has advised public agencies and corporate clients in the U.S., Canada and Mexico on a wide range of issues including trade, freight, economic development, business planning and strategic research.
He is the former chair of the Freight Transportation Data Committee of the Transportation Research Board (TRB) and, since 2013, has instructed hundreds of students on freight operations issues for the Operations Academy of the National Center for Operations Excellence. He was also the SHRP2 C20 Subject Matter Expert on Freight Data for the American Association of State Highway and Transportation Officials (AASHTO) and for the Federal Highway Administration (FHWA).
At CPCS, Donald serves as Deputy Project Manager over the Border Transportation Master Plan, the most ambitious cross-border transportation plan ever developed by the State of Texas. He is also advising the Federal Highway Administration as well as the states of California, Utah, Nevada, Florida and Maryland on policies related to freight transportation, rail investments and truck parking.
Before joining CPCS, Donald was a principal in a national transportation consulting firm where he was responsible for freight and rail consulting in the U.S. Mid-Atlantic and Northeast.
Donald is a member of the American Institute of Certified Planners (AICP) and is fluent in English and Spanish.
