Comparison of VIA Key Performance Indicators vs. International Intercity Trains
In 2010, CPCS compared the governance, funding approach, and performance of VIA Rail with a selection of international inter-city passenger rail operators from the UK, Sweden, Germany, Australia, and the US. CPCS also assessed key performance indicators such as ridership, on-time performance, load factor, subsidy levels, and track access charges for the period 2001 – 2008. The aim of the assignment was to evaluate VIA Rail’s performance relative to other passenger rail operators, taking into account the influence of different governance models and operating environments to draw related lessons. In 2015, the client engaged CPCS to update the study with recent data to cover the period 2001 – 2014.
