Development of a Strategy and Business Plan for the Strategic Investment Fund of Senegal (FONSIS)
Senegal is suffering from an undersupply of infrastructure, which hampers economic growth and the country’s poverty reduction efforts. Through its “Plan Sénégal Émergent”, the government has identified Public Private Partnerships as an important tool for addressing Senegal’s infrastructure backlog. In 2013, the government also created a strategic investment fund (FONSIS), mandated to manage state participation in state-owned enterprises and undertake commercially viable investments that have a transformative impact on the Senegalese economy. This project sought to develop a new strategic business plan for FONSIS that would leverage its capacities to reinforce Senegal’s PPP environment, by providing catalytic financing and financial advisory services.
