CPCS updated the American Highway Users Alliance’s previous analysis of the top highway congestion bottlenecks across the U.S. CPCS analyzed empirical traffic observations across urban freeways, using HPMS and NPMRDS data sets; developed estimates of the externalities due to the impact of congestion bottlenecks in terms of time, economic value, safety, and GHG emissions; and used the estimates to inform the potential savings available along these performance dimensions by mitigating congestion.
