Seaway Environmental Control Area Impact Study

The St. Lawrence Seaway Management Corporation

Assessed the impact of Emissions Control Area (ECA) regulations on the overall cost competitiveness of Seaway routings relative to a selection of competing routings. This included : Defining the expected operating cost increase to shipping lines moving in and out of the Great Lakes St. Lawrence Seaway system (GLSLSS), associated with ECA regulations; Assessing the cost impact of ECA regulations on a per voyage basis, based on a selection of commodities and origin-destinations, based on the work undertaken in the most recent Seaway Competitiveness Study; Assessing the impact of ECA regulations on the overall cost competitiveness of Seaway routings relative to a selection of competing routings, again, based on the most recent Seaway Competitiveness Study. Defining the total expected cost increase to trades moving in and out of the GLSLSS, on a fully aggregated basis, as well as by major commodity.
