UIPA sought to understand the state’s existing logistics system, identify gaps, and prioritize investments to drive economic development through logistics infrastructure and services. Existing plans lacked the depth of data, the specificity to individual Port Project Areas, and coordination necessary to support long-term investment decisions. UIPA required a solid foundation to analyze economic development potential and identify the logistics investments needed to fulfil its mission—stimulating economic growth while respecting community and environmental needs.
