How can public agencies maximize the benefits of their transit projects? A proven and effective strategy: project sponsorship.

Too many major public transportation projects go over budget and experience major delays, creating negative headlines and undermining public support for future investments. Then when some projects are completed, expected benefits like reduced travel time, increased service frequency, or improved reliability don’t materialize.

A successful transit project has many goals:

  • Attracting new riders
  • Expanding access
  • Reducing emissions
  • Keeping a reasonable budget
  • Completing the project in a reasonable timeframe

Major public transit agencies in Europe and North America, including Network Rail, Transport for London, and Metrolinx, are designating Project Sponsors to help them achieve it all.

In this InfraSight session, CPCS brings together a panel of experienced private and public sector experts to discuss Project Sponsorship, its advantages for public transportation projects, and the experience of public agencies in creating Project Sponsor offices.

Meet the experts

Carol Deveney

Carol is a recognized global expert on project sponsorship; in fact, she wrote the book on it – the 2023 volume entitled “How to Sponsor Projects: A practical Guide to Sponsoring Projects and Business Change.” She led Project Sponsorship for Network Rail in the UK, then set up Metrolinx’s project sponsor office, and founded SEE Change consulting, which has in the past month merged with CPCS.

Will Gallagher

Will is a senior leader in delivering infrastructure, transport and public services. He established the Sponsorship Directorate at East West Railway Company. Before joining East West Railway Company, Will was the Operations Director for the National Citizen Service Trust, the fastest growing youth programme in the UK.

Nadine Navarro

Nadine is VP Head Sponsor, Stations at Metrolinx, and comes with 20 years of experience in transportation planning and project development across Canada and beyond. She is a licensed civil engineer, having studied at McGill and MIT, and has contributed to major project advancement in a range of jurisdictions, managing complex stakeholder networks and creating positive relationships.

Ian Griffiths

Ian works on projects enhancing public transit networks and customer experience across North America in the public, private, and non-profit sectors. He has developed public transportation network visions, strategic planning frameworks, customer experience and design excellence standards, station modernization and transit-oriented development plans, and governance reform projects.
