Mauritania: CPCS helps lay PPP foundations for Nouakchott–Boutilimit motorway

CPCS is supporting Africa50 the infrastructure investment platform created by the African Development Bank and the Government of Mauritania in structuring a public-private partnership (PPP) for the Nouakchott–Boutilimit motorway. Our work focuses on detailed traffic analysis and economic projections. 

The challenge 

The Nouakchott–Boutilimit corridor is a vital transport and commercial link in Mauritania, yet it faces a high rate of accidents, leading to serious human and economic costs. 

At the same time, developing a credible PPP structure is essential to attract private investment, ensure financial viability, and design a tolling approach that balances affordability with long-term sustainability for users.

  • Design and execution of traffic surveys along the corridor 
  • Vehicle counts by category at four strategic locations 
  • Origin–destination and stated‑preference surveys to better understand current and future user travel behaviors 
  • Development of a traffic and revenue projection model 
  • Integration of major planned projects likely to influence future demand 
  • Support to the project’s economic and financial analysis within the PPP framework 

Solution 

Data collected during surveys, combined with consultations with stakeholders, informed the development of a robust traffic and revenue projection model. Moreover, the model incorporates major planned projects that could affect future demand and serves as a critical input for evaluating PPP feasibility and guiding investment decisions. 

Impact 

Through strong upstream analysis, CPCS is helping to build the foundations for a safer, more efficient transport corridor. The project improves connectivity and supports sustainable economic development in Mauritania while ensuring the Nouakchott–Boutilimit motorway PPP is both bankable and socially balanced.
