Port of Kribi: structuring a pilotage concession to enhance port performance
CPCS is supporting the Port Authority of Kribi in implementing a pilotage concession to improve operational efficiency and service quality.
Key highlights:
- In Cameroon, the Port Authority of Kribi is taking steps to enhance one of its most critical services: vessel pilotage. This essential function involves guiding ships safely into and out of the port, ensuring secure navigation and efficient traffic flow.
- To achieve this, the Port Authority of Kribi intends to delegate pilotage operations to a specialized operator under a concession arrangement, with the goal of delivering a more reliable, efficient service aligned with international standards.
- Within this framework, CPCS, an infrastructure advisory firm, has been engaged to support the port throughout this transformation.
Enhancing port service performance : a strategic priority
Marine pilotage is fundamental to both the safety and efficiency of port operations. It ensures the safe and seamless movement of vessels, directly contributing to operational effectiveness and the overall quality of services provided to port users.
At the Port of Kribi, optimizing this function serves a dual purpose: ensuring compliance with national regulatory requirements governing marine pilotage, while strengthening the port’s competitiveness through the adoption of international best practices.
In this context, CPCS was mandated to assist the Port Authority of Kribi in structuring a robust and effective pilotage concession.
Assessing the feasibility of a robust concession model
Concessioning a strategic port service requires a thorough and multidimensional assessment.
CPCS conducted a comprehensive feasibility study encompassing:
- Operational aspects, to ensure service continuity and consistent quality
- Legal considerations, to guarantee compliance with the national regulatory framework
- Financial analysis, to establish a model that is both viable and attractive to investors
The objective was to design a concession structure capable of attracting qualified operators while meeting the port’s performance targets and users’ expectations.
A detailed diagnostic of pilotage operations
The engagement began with an in-depth evaluation of pilotage operations at the Port Authority of Kribi. The analysis focused in particular on:
- Service organization
- Existing operational practices
- Cost structures
To benchmark performance against global standards, CPCS also conducted a comparative review of pilotage practices across international ports.
This approach enabled the identification of both the current system’s strengths and priority areas for improvement.
Structuring a balanced and high-performing concession
Building on these insights, CPCS developed recommendations to structure a pilotage concession that is efficient, balanced, and sustainable. This work included:
- Legal due diligence to secure a robust contractual framework
- Commercial analysis, including benchmarking of pilotage tariffs
- Development of a financial model to evaluate profitability and long-term sustainability
CPCS also developed a comprehensive risk matrix covering operational, legal, commercial, and technical risks to proactively address potential challenges.
The assignment further accounted for the operational specificities of marine pilotage, particularly issues related to pilot retention and workforce stability. These considerations were fully integrated into the proposed model to ensure service continuity, preserve expertise, and maintain high operational standards over time.
From strategy to implementation
Beyond strategic advisory, CPCS is supporting the Port Authority of Kribi in the practical implementation of the concession process, including:
- Preparing a business plan for pilotage operations
- Assisting in the drafting of tender documents for prospective operators
This approach ensures a structured, transparent, and competitive transition toward a more efficient management model.
Strengthening Service Quality and Port Attractiveness
Structuring a pilotage concession extends beyond operational efficiency. It also contributes to:
- Enhancing the safety of maritime operations
- Improving service quality for shipping lines and port users
- Increasing the Port of Kribi’s attractiveness at regional and international levels
This initiative is fully aligned with the broader modernization of Cameroon’s port infrastructure.
The CPCS approach: combining technical expertise and strategic vision
This assignment illustrates CPCS’s integrated approach, combining:
- In-depth operational analysis
- Rigorous legal and financial structuring
- Hands-on implementation support
CPCS supports port authorities in transforming their management models by balancing operational performance, economic viability, and regulatory compliance.
Optimizing port services through tailored models
As African ports continue to expand and modernize, optimizing critical services such as pilotage is becoming a key driver of competitiveness.
CPCS works alongside port authorities to design and implement tailored solutions that sustainably address performance, safety, and attractiveness challenges.
