Transforming TAZARA into a Financially Sustainable Regional Railway
CPCS, contracted by the World Bank, supported the Tanzania-Zambia Railway Authority (TAZARA) in identifying pathways to improve operational performance, restore financial sustainability, and strengthen the railway’s role in regional trade and connectivity.
Revitalizing a strategic cross-border corridor
The Tanzania-Zambia Railway Authority (TAZARA) operates a 1,860-kilometre railway linking the Port of Dar es Salaam in Tanzania to Kapiri Mposhi in Zambia. As a critical corridor for regional trade and landlocked access to global markets, TAZARA plays a strategic role in supporting economic integration across Southern and East Africa.
However, like many legacy rail systems, TAZARA has faced persistent infrastructure degradation, operational inefficiencies, and financial constraints that limit its ability to deliver reliable and competitive services.
To address these challenges, CPCS was engaged to develop a structured transformation roadmap aimed at repositioning TAZARA as a financially sustainable, business-oriented railway.
Assessing institutional and operational foundations
CPCS undertook a comprehensive review of TAZARA’s legal and regulatory framework, institutional structure, and organizational setup. This assessment examined governance arrangements, operational practices, and management systems to identify structural constraints affecting performance.
In parallel, CPCS analyzed the railway’s infrastructure condition, traffic composition, competitive landscape, and modal split across key corridors. This market assessment helped determine the traffic realistically available to the railway and identify opportunities to improve competitiveness.
Financial performance and tariff structures were also evaluated to assess sustainability and define appropriate pricing levels aligned with market demand and cost recovery objectives.
Defining investment and restructuring pathways
Building on this diagnostic work, CPCS developed capital investment recommendations designed to restore operational reliability and improve service quality. Scenario-based financial modelling was conducted to evaluate different transformation pathways and determine the conditions under which TAZARA could achieve long-term sustainability.
A key component of the assignment focused on assessing whether the broader economic benefits generated by TAZARA for Tanzania and Zambia could justify targeted government financial support for rehabilitation. This analysis provided policymakers with an evidence-based framework for evaluating public investment decisions.
Exploring private sector participation options
Recognizing the importance of operational efficiency and capital mobilization, CPCS examined international best practices in railway reform to identify options for enhanced private sector participation.
Various partnership models were assessed to determine how private expertise and investment could be introduced while safeguarding public objectives. Recommendations were prioritized and consolidated into a phased investment and reform plan aligned with financial viability and institutional readiness.
Laying the groundwork for a sustainable railway future
Through this assignment, CPCS supported Tanzania and Zambia in defining a clear, evidence-based pathway toward transforming TAZARA into a more competitive and financially sustainable railway. By combining institutional reform, market analysis, investment planning, and private sector structuring, the project strengthens the foundation for long-term corridor performance and regional trade integration.
