My expertise spans strategy, transaction advisory, project feasibility, economic appraisal, demand and revenue forecasting, engineering design, and development of master plans.
I have over 20 years of experience in large infrastructure projects, mainly in transport, across more than 40 countries in Latin America and the Caribbean, Africa, Europe and Asia. My career has taken me from consultancy and academia to roles with multilateral development banks such as the European Investment Bank and International Finance Corporation, where I specialized in strategy, transaction advisory, and project feasibility for toll roads and airport projects.
Before joining CPCS, I worked as a Road Specialist at the European Investment Bank (EIB) before moving to Washington, D.C. to serve as Global Investment Officer of the Private-Public Partnerships advisory team at the International Finance Corporation (IFC) – the private sector arm of the World Bank Group.
I speak English, Portuguese, Spanish, French, and Italian.

- Licentiate Degree in Civil Engineering, Instituto Superior Técnico, Universidade Tecnica de Lisboa, Portugal
- PhD (Honors) in Transportation Systems from the MIT Portugal Program, Faculdade de Engenharia da Universidade do Porto, Portugal
- Master in Management from INDEG-ISCTE, Portugal
Fun facts
- Passionate about small, isolated islands; have lived on one just below the Arctic Circle for a few years
- Studied acting for almost 10 years and love all forms of art
