Andrew Breen
Vice President, Major Projects
Andrew has more than 14 years of experience in the rail sector. He develops and delivers CPCS’s major projects commercial strategy, including contracting strategies, framework commercial management, annual work plans, and contract development.
Prior to joining FCP, an international rail consultancy that merged with CPCS in 2020, Andrew worked for England’s Kent County Council Libraries, where he managed a team that provided professional support to 800 employees, 400 volunteers and 100 buildings. From 2013 to 2016, Andrew was Managing Director of a specialist permanent way rail engineering consultancy based in London that worked predominantly with Transport for London (TfL).
