Anirudh Gautama

Anirudh (Rudy) Gautama is a Vice President at CPCS with over a decade of experience advising governments, utilities, and private sector stakeholders on complex infrastructure transactions across Sub-Saharan Africa and beyond. His expertise spans multiple sectors, including energy and transport, with a particular focus on electricity sector reform, electricity market design, and the structuring and financing of large-scale infrastructure projects.
Rudy plays a leading role on mandates supporting the transformation of power sectors, including utility unbundling, the development of competitive electricity markets, and the design of regulatory and commercial frameworks to enable private investment. He has advised senior public-sector stakeholders on high-profile reform programmes, including ongoing work supporting the restructuring of national power sectors in Southern Africa and the transition toward more competitive and financially sustainable market arrangements.
In parallel, Rudy has extensive experience in project finance and transaction advisory, spanning the full lifecycle of infrastructure investments. He has led and supported the structuring and financing of major infrastructure projects across Sub-Saharan Africa and South America, advising on bankability, risk allocation, and contractual frameworks, and leading engagements with lenders and investors. Notably, he has played a leading role in arranging over US $2 billion for the greenfield development of a 750 MW hydroelectric power project on a project finance basis.
