Ethan Schwartz
Senior Consultant, Africa
At CPCS, I manage impactful projects in the power and transport sectors, including the review of Malawi’s 2018 National Energy Policy and the structuring of a bus rapid transit system under a public-private partnership (PPP) in Kumasi, Ghana.
I’m a civil engineer with a master’s degree in international relations and seven years of experience in energy, sustainable transport, PPPs, and climate finance in emerging markets.
I have extensive expertise in African e-mobility and am currently leading a market assessment and power impact analysis in Uganda while also serving as an energy specialist on a similar mandate in Ethiopia. My work contributes to a growing and critical field.
I’ve also led multiple power and PPP mandates in Somalia, bringing a strong understanding of regulatory and investment challenges in fragile markets.
Before joining CPCS, I worked at JCM Power, focusing on the development of solar and wind projects in Africa and Asia. I also contributed to the Green Climate Fund, supporting programming in the Asia-Pacific region.
I’ve lived in Canada, Spain, Korea, Malawi, and South Africa, and I speak English, French, and Spanish.
