Hélène advises African governments in strengthening their legal and institutional frameworks, identifying PPP projects and effectuating PPP transaction.
Hélène’s assignments cover a wide range of sectors, including urban and road transport, environment and power.
Before joining CPCS, Hélène worked as an analyst at the World Bank, where she developed high-profile reports on PPPs.
Hélène speaks French and English.
