Henry Kosch
Senior Consultant, Canada
I help transportation authorities, governments, infrastructure owners, and investors across North America advance regional policies, plans, programs and major infrastructure projects.
I specialize in transport policy, structured decision-making, project development, and the long-term planning and management of transportation systems. I have extensive experience with business cases, feasibility studies, funding strategies, and decision-making frameworks. I’m skilled in policy analysis, economic appraisal, partner engagement, data analysis, and report/bid development.
My experience spans transit, rail, freight, maritime, aviation, active transportation, TDM, transit-oriented development and integrated transportation and land use planning. I approach each project with a systems mindset – connecting strategy, policy, and implementation – while keeping the focus on delivering the outcomes that matter most.
Before joining CPCS, I worked for Steer Group, where I supported the development and application of decision-making frameworks for transportation project and policy options across a variety of modes. Prior to Steer, I worked for Transport Canada as a policy analyst, where I helped evaluate funding applications for the National Trade Corridors Fund.
