Transforming Rail Performance and Connectivity in Tanzania

CPCS is supporting the Tanzania Railways Corporation (TRC) and the Tanzania-Zambia Railways Authority (TAZARA) in developing a comprehensive business transformation strategy aimed at strengthening operational performance, enhancing financial sustainability, and improving regional connectivity. 

Strengthening the role of rail in economic development 

Rail transport plays a vital role in facilitating trade, reducing logistics costs, and deepening regional integration across East and Southern Africa. In Tanzania, the national railway network operated by TRC, together with the binational TAZARA system, represents a strategic asset for economic growth and cross-border mobility. 

However, both railways face infrastructure, operational, and institutional challenges that limit performance and restrict their ability to fully support national and regional development objectives – particularly the metergauge railway network in the case of TRC. TRC has also embarked on a transformative programme to modernize its rail system through the development of a new railway network built on a Standard Gauge platform. 

To address these issues and support future planning, CPCS is serving as lead advisor in crafting a transformation strategy designed to strengthen efficiency, profitability, and long-term sustainability for both TRC and TAZARA. 

Expanding rail’s market position 

A core component of the assignment focuses on enhancing the competitiveness of rail within Tanzania’s transport ecosystem. CPCS is analyzing freight and passenger market dynamics to identify opportunities for rail to capture a larger share of regional transport demand. 

This assessment includes evaluating service performance, corridor competitiveness, and modal alternatives. The insights gathered will guide strategic actions that position rail as a more reliable, cost-effective, and attractive logistics solution. 

Structuring private sector participation 

Recognizing the critical role of private investment and expertise, CPCS is exploring partnership models that can strengthen rail operations and infrastructure management. 

The objective is to identify private sector participation (PSP) options that enhance operational performance while safeguarding public priorities such as affordability, access, and national development impact. International benchmarks and global railway reform experiences are informing PSP models tailored to Tanzania’s context. 

Strengthening institutional and operational frameworks 

Institutional effectiveness is another essential pillar of the transformation effort. CPCS is reviewing existing governance structures and organizational arrangements across both TRC and TAZARA, with the goal of recommending frameworks aligned with international best practices in railway management. 

These recommendations will help clarify roles, improve accountability, and reinforce decision-making across technical, commercial, and operational functions. 

Unlocking new revenue opportunities 

Beyond traditional rail services, CPCS is identifying opportunities to diversify and expand revenue sources. This includes assessing the commercial potential of railway-adjacent assets such as real estate development, logistics hubs, and corridor-based commercial activities. 

Diversified revenue streams will contribute to improved financial sustainability, reducing reliance on freight operations alone. 

Building a more resilient and competitive railway system 

Through this transformation initiative, CPCS is helping TRC and TAZARA reposition rail as a catalyst for economic development and regional integration. By combining operational reforms, private sector engagement, institutional strengthening, and revenue diversification, the strategy sets the foundation for a more competitive, resilient, and financially sustainable railway system in Tanzania and the broader region.
