Metrolinx selects major projects advisor CPCS for project assurance expertise

Metrolinx is turning to CPCS again to help keep Ontario’s biggest transit builds on track. This time, CPCS will provide a range of project assurance services as Metrolinx ramps up the delivery of major transit projects in the Greater Toronto and Hamilton Area.  

Who is CPCS? We are a global infrastructure management consulting firm specializing in major projects advisory and on matters impacting the transportation and energy sectors. 

In Canada, CPCS is a Major Projects Advisor to some of the country’s largest public infrastructure projects, including Metrolinx, but also Alto, Canada’s electrified high-speed rail project, Alberta’s passenger rail master plan, and British Columbia’s goods movement strategy. About this contract 

  • CPCS was awarded a 5-year vendor-of-record contract in July 2025 to support Metrolinx through capital project reviews and project assurance services. 
  • Through this contract, CPCS will be an independent, “critical yet friendly” expert who brings objective eyes to steer and keep strategic and operational matters on track. 
  • Project assurance services may look at governance, communication, quality, cost, scope, permits, procurement, training, risks, resource constraints, compliance, and stakeholder management.

What is project assurance and why is it important? 

Project assurance is an independent, ongoing objective review that acts like a “critical friend” throughout a major project’s lifecycle. For CPCS, it’s being that “critical friend” that helps validating progress, spotting risks early, and delivering clear, unbiased insights so stakeholders can make confident, informed decisions. 

In other words, we provide the early warning signs and strategic perspective needed to keep complex projects on schedule, on budget, and aligned to stakeholders’ interest and what the project was intended to achieve.
