CPCS, in partnership with the National Rural Electric Cooperative Association (NRECA International), is helping the Republic of the Congo scale up electricity access by developing a national electrification strategy and an implementation plan. Challenge

How can the Republic of the Congo expand electricity access efficiently and affordably to drive economic and social development? The real challenge lies in mobilizing institutional, technical, and financial resources for transformational impact.

Solutions

  • Assess the institutional and regulatory framework for the electricity sector.

  • Review financing mechanisms for the existing strategy and ongoing electrification programs.

  • Develop institutional planning for the national electrification strategy.

  • Conduct financial planning for the strategy by analyzing current provisions and evaluating the feasibility of establishing a new national electrification fund or reinforcing the existing one.

  • Recommend strategies for the national power utility to ensure sufficient collection of tariff revenues to cover costs.

  • Identify and define institutional and organizational approaches within the initial national electrification plan to implement the electrification strategy.

Impact

The National Electrification Strategy will provide a clear, actionable path toward universal electricity access in the Republic of the Congo. It will also improve the country’s ability to attract funding for electrification and support the government’s broader goals of inclusive development and energy resilience.
