Assignment: Finland’s Ministry of Transport and Communications sought our rail expertise to validate, optimize, and support the development and implementation of a concession-based model for passenger rail services.
- Finland’s ambition is moving from a single, state-controlled rail operator to a liberalized, concession-based rail market.
Outcome: CPCS reviewed and validated the Ministry’s plans, ensuring they’re aligned with industry best practices. We crafted a compelling business case for change, articulating the costs and benefits. The industry structure and concession model underwent rigorous scrutiny for heightened efficiency.
